Hancock Middle/High School HVAC Replacement

The project budget for Hancock Middle/High School was set at $2.5 Million.  The desired HVAC system was to replace the existing 2-pipe fan coil units, classroom unit ventilators and single zone air handling units with a new 4-pipe forced-air system comprised of variable air volume air handling units and variable air volume terminal units. The existing heating and ventilating units that served the gymnasium and locker rooms were to be replaced with new rooftop units that would also air condition the spaces. In addition, several other smaller split systems and air handling units were to be replaced. 

Based off the HVAC system noted in the RFP, we did a preliminary cost estimate prior to design and the initial cost estimate came in at roughly $4 Million. A meeting was set up with WCPS to discuss the budget and HVAC system design. During the conference call several alternative systems were discussed. Based on that discussion and subsequent direction provided by WCPS we looked at making revisions which included less piping and replacing existing unit ventilators in one classroom wing with new unit ventilators, in lieu of a new ducted system. We then provided another cost estimate which showed the project was closer to, but still over budget. It was discussed that all the work could not be done within the budget provided. Another conference call was set up and direction was given that the project would proceed with the revisions agreed upon but with two alternates. Alternate-1 was comprised of work associated with providing air conditioning for the locker rooms and Main Gym; Alternate-2 was providing air conditioning for the Aux Gym. 

We proceeded as noted with the design discussed and the two Alternates, providing cost estimates at each submission. There were a total of two bidders with the base bid of the awarded contract coming in at $2,590,000 and the two Alternates at $950,000 and $280,000 respectively. These bids resembled the cost estimates provided during design.  Working with WCPS this way allowed the project to be awarded based off the base bid. Eventually the other two Alternates were awarded with additional funding.
